Teach dog owners how to use waste bins

I propose the council setting up dog waste collection classes for those who do not know how to collect their dog waste.

Many people accross the area come foul to using the litter bins available to dispose of theirs dogs waste. I suggest running information sessions, educating school pupils and tougher sanctions on those. All dog owners to when registering their dog with a vet to sign up to a charter to agree to be a responsible dog owner.
